Under the provisions of the Freedom of Information Act, 5 U.S.C.
552, I am requesting access to the following materials (I wish to obtain these infrared color photogra-phic prints.)
Infrared photographs (9" x 9") made for the report:
"1978 Monitoring of Cooling Tower Operational Effects on Vegetation in the Vicinity of the Three Mile Island Nuclear Station." Prepared for Metropolitan Edison Company by Environmental Services Division, NUS Corpo-ration.
December, 1978.
Infrared photos frame #'s: 98 - 192 Date photographs made: August 23, 1978.

Non-commercial purpose These documents are not sought for commercial purposes.
Of public interest There has been innumerable material published in news accounts and scholarly journals, by government commissions, and from public hearings to establish the fact that infor-mation relating to the Three Mile Island Nuclear Power Plant is of strong public interest.
Request by an individual citizen I am representing only myself (and not any funded institute) and therefore fees for a search and particularly for reproduction costs of the photographs would place an undue burden on myself as the initial FOIA requester.
Those who subsequently have access to the material through me will have the opportunity to arrange to procure copies of the photographs at much lower costs.
I am however prepared to pay a maximum of $200.00 for the cost of obtaining these materials.
If NRC's response is not satisfactory, I plan to make an administrative appeal.
Therefore, if this request is not granted in full, please provide me with the reason (s) and the name of the official to whom such an appeal should be addressed.
I would appreciate your handling this request as quickly as possible, and I look forward to hearing from you within 10 days, as the law stipulates.
