We have reviewed the subject report and have discussed the reccxT 1endations offered for consideration with the Office of Inspection and Enforcenent.

We cre currently in the final stages of evaluating the responses from the I

licensee portaining to certain aspects of the electrical design highlighted by this event. Althaugh our evaluation of this event has not yet been 1

complettd, we believe that the AE00 report is generally s apportive of our Operating Reactor Event Psorandum (OP.EH) No. 81-31. titled " Loss of Direct Current Gus ct Hillstone !Jnit 2." a copy of which was for.;arded to you on March 31,1931.

All of the recomendations offered for consideration in the AE00 report fall in the area of plant procedures and operator familiarization of the concerns identified by this type of event. We and the Office of Inspection cnd j

Enforecent do not have any ;'roblems witti the recomendations, except for the suggestion that certain procedures should be revised to reflect the concerns identified by this event. The Division of Hur.an Factors Safety is currently evaluating whether existing plant procedures and o.erator training i
