We are in the process o reviewing and revising the event reporting process.

Currently, under the exchange of information provisions of each Agreement, the Office of State Programs requests that all 29 of the Agreement States submit event reports of all incidents involving radioactive material including the medical use of byproduct material. This information is necessary to assist us in meeting our I

rsponsibilities under the Atomic Energy Act of 1954, to ensure dissemination of unclassified technical information, to promote public understanding, and to provide assurance to Congress and the public that we are protecting the health and safety of the public.

This letter is providing formal notification that we are implementing a six month trial program to improve event reporting through activation of the automated Nuclear Material Events Database (NMED) system, effective as of the date of this letter.

On September 30, 1994, the Office of Analysis & Evaluation of Opertional Data (AEOD) and their contractor Idaho Engineering Laboratories (INEL), began sending out updated NMED diskettes that contain event information covering 1993 and events that have already been reported for 1994.

On October 14, 1994, INEL began 9

sending out a data entry diskette with instructions for providing new and updated information on 1994 events.

information is updated and returned to AEOD and the INEL contractor, they will perform an analysis of all nuclear material events to determine the safety significance, and possible generic implications.

An evaluation for trends or patterns will also be conducted to determine if there are any implications of:

safety concerns arising from the frequency of less significant events; inadequacies or unreliability of specific equipment or procedures.

We will no longer collect event information on an annual basis.

Information on events that are identified as significant and require immediate notification under compatible Agreement State regulations, should be provided on an immediate basis.

Information on other events should be provided within 30 days of notification by the licensee on a routine basis.

We appreciate your continued support in voluntarily providing this information under the exchange of information provisions of the Agreements.

We welcome your suggestions and comments on the NMED database system.
