ENFORCEMENT CONFERENCE

SUMMARY

(INSPECTION REPORT NO. 50-395/94-18)

This letter refers to the Enforcement Conference held at our request on September 16, 1994.

This meeting concerned activities authorized for your V. C. Summer facility.

Your presentation was beneficial in clarifying the reason for the problems in your Safeguards Information Program and the Central Alarm Station event and giving us an understanding of your corrective actions to preclude recurrence. During the meeting, SCE&G took the position that neither event was reportable for the reasons shown in the enclosed handout.

Discussions on reportability centered on the meaning of the word

" compromised." NRC staff agreed to review the term " compromise" as it relates to Safeguards Information. A list of attendees and a copy of your handout are enclosed. We are continuing our review of these issues to determine the appropriate enforcement action.

In accordance with Section 2.790 of the NRC's " Rules of Practice," Part 2, Title 10, Code of Federal Regulations, a copy of this letter and its enclosures will be placed in the NRC Public Document Room.
