Dear Mr. Fauver:
On June 7,1994,- Kerr-McGee Corporation (KMC) submitted Final Radiation Survey Plan for -
Four Unaffected Areas of the Cushing Refinery Site to the NRC. Section 4.5 of that survey plan i
states, ".. activities will be completed within 60 days after submittal of this survey plan."
KMC extended the date of submittal in letters addressed August 1 and August 29,1994. At last notice, KMC had planned on submitting the report at the end of September.
On September 30, we identified several problems that force us to postpone submittal of the report. In validating a calibration standard for the soil counter system, we discovered its activity was substantially different than its " certified" value. We must rectify this problem, validate all other calibration standards, and reanalyze all background and unaffected area samples. In addition, we also discovered _ that the algorithm,used,to. calculate U-234 activity, based on analyzed values of U-238 and U-235, was incorrect.
KMC management made the decision to postpone the issuance of the unaffected area survey report until the above problems are rectified and the report revised. If you have any questions or comments, please call me at (405) 270-2694.
