REMEDIAL EXERCISE FOR THE FEMA DEFICIENCIES AT BRAIDWOOD AND DRESDEN

Dear Mr. Perry:

We have received the enclosed Federal Emergency Management Agency (FEMA) correspondence dated May 16, 1994, stating that the four deficiencies identified during the March 2, 1994 exercise at Braidwood were cleared as a result of the performance of the affected counties at the May 12, 1994 remedial exercise. We also received the enclosed letter dated March 9,1994, stating that the successful demonstration at the remedial drill at Braidwood will also clear the Grundy County deficiency from the September 22, 1993 Dresden Exercise.

In accordance with 10 CFR 2.790 of the Commission's regulations, a copy of this letter and the enclosed FEMA report will be placed in the NRC Public Document Room.

One of the deficiencies was for Obiective 3, Direction and Co.ncrol, in Grundy county.

The c6Tr three deficiencies were for objective 10, Alert and Nctificacion, in GJ-indy, Kankakee and Will Counties.

Follcwing the M. arch 2 Exercise, the State, Counties and Licensee agreed to conduct a Remedial Exercise on May 12, 1994.

Dear Mr. Mitchell:

Four def3ciencies were identified during the Braidwood Radiological Emergency Preparedness (REP) Exercise conducted on March 2, 1994.

These have been discussed with FEMA Headquartersa during the Exercise Participants' Briefing on the morning of March 4, 1994; and following the Briefing, at a special meeting with representatives of the State, Grundy County, Commenwealth Edicen, and FEMA Region V.

This notification is providad in accordance with 44 CPR 350.9 (d).

A deficiency in Objective 3, Direction and Control, was identified for Grundy County.

The other three were in Objective 10, Alere and Nocificatica, one each for Will, Grundy, and i

Kankakee counties.

It is essential to point out at this time that the source of the leur deficiencies was Grundy County.

Discussions of the deficiencios may be found at Enclosures 1 (Objective 3) a..d 1 (Objective 10).

Eeficiencies are expected to be corrected by remedial demonstratien or other approved correction of the deficiencias within 120 days of the date of the exercise {FD'.A REP-14, page C.16 *.).

Due to the critical r.ature of the cbjective 3 a repeat from the september 22, 1953 deficiancy in Grundy ccunty (d upon agreement A Presden Station Exerciss], an during the special meeting on March 4, a remedial drill is currently scheduled for May 12, 1994.

During this remedial drill, Grundy county will fully staff their

'i emergency operations center (E00) and fully demenstrate the capability of the county Director to provide direction and j

control of EOC personnel and operations.

also demonstrate coordination for and accivation of an initial alert and notification sequence within 15 minutes as required by FEMA guidance.

The proper completion of these der.onscrations will cisar the four deficiencies.
