SURVEY OF TERMINATED NON-POWER REACTOR LICENSES:
FILES CONTAINING SUFFICIENT INFORMATION TO SUPPORT TERMINATION (See attachment for Docket Numbers)
The " Updated Report on Site Decommissioning Management Plan" (SDMP),
SECY-91-096, required the review of docket files associated with terminated Non-Power Reactor (NPR) licenses to ensure that no contamination in excess of the current U.S. Nuclear Regulatory Commission (NRC) unrestricted release guidelines exists at the previously licensed facilities.
In a report dated June 18, 1991, Oak Ridge institute for Science and Education (0 RISE, formerly ORAU) forwarded the results of their review of 60 terminated NPR licenses.
Their review indicated that the docket files associated with 30 of the licenses did not contain sufficient information to support unrestricted release.
Further review of these licenses by the Office of Nuclear Reactor Regulation (NRR) at the NRC, documented in a report dated July 31, 1992, halved this number.
Attached to this memorandum is a table which lists all of the docket files reviewed by ORISE which may be removed from further consideration. These files either contain sufficient information to determine that the affected sites meet current unrestricted release guidelines or they contain sufficient information to determine that the facilities were transferred to other active licenses. The table details the information upon which the determinations were made.
Based upon the results of this review, I would conclude that residual contamination at these sites is either below current NRC guidelines or was transferred to new licenses capable of remediation upon license termination.
This information should be placed in the docket files associated with the terminated licenses to avert any future duplication of effort.
