HADDAM NECK PLANT - RELIEF REQUEST 3-26 REGARDING CALIBRATION BLOCKS FOR ULTRASONIC TESTING (TAC NO. M80457)
Dear Mr. Opeka:
By letter dated July 19, 1991, Connecticut Yankee Atomic Power Company (CYAPCO) submitted a request for relief from certain requirements as specified in ASME Code Section XI, pursuant to 10 CFR 50.55a(g)(5)(iii) and withdrawal of Request for Relief 3-19.
In particular, CYAPC0 requested Relief Request 3-26, to allow the use of ultrasonic calibration blocks of alternate material than that used in the Haddam Neck Plant reactor vessel, pressurizer and steam generators. This relief request has been reviewed by Idaho National Engineering Laboratory, for the Nuclear Regulatory Commission. CYAPCO's proposal for the use of alternative calibration standards for the reactor pressure vessel, pressurizer, and secondary steam generator shell welds is a conservative approach to ultrasonic examinations and provides an acceptable level of quality and safety. Therefore, pursuant to 10 CFR 50.55.a(a)(3)(i) the staff grants Relief Request 3-26.
In addition, the NRC staff acknowledges withdrawal of Request for Relief 3-19.
A copy of the related Safety Evaluation (SE) and Technical Evaluation Report are enclosed. With the issuance of the SE, we consider all actions under TAC
- M80457 complete.
