Dear Admiral DeMars:

In response to your letters dated May 9,1990, and July 23, 1993, requesting Nuclear Regulatory Commission review of the Safety Assessment Report for the SEAWOLF Class Submarine, the NRC is pleased to provide the enclosed Safety l

Evaluation Report (SER) prepared by the NRC staff. A copy of the report on the SEAWOLF Class Submarine prepared by the Advisory Committee on Reactor l

Safeguards (ACRS), appears as Appendix A of the SER.

In the enclosed review, the NRC staff has commented positively on the conservative design philosophy, stringent standards for materials and construction, the incorporation of past operating experience, and consideration of human performance in the SEAWOLF Class Submarine.

Because of past NRC reviews of naval reactor designs, the staff focused its review on changes associated with the SEAWOLF Class Submarine. As we commented in past reviews, the safety performance of the Naval Nuclear Propulsion Program is strongly dependent on having high-quality, experienced personnel dedicated to nuclear propulsion operations and oversight. Maintaining the current high personnel standards of the Naval Nuclear Propulsion Program is, therefore, i

essential.
