MINUTES OF SEPTEMBER 8, 1994, MEETING OF LINE ITEM IMPROVEMENT (LII) MANAGEMENT PANEL i

A meeting of NRR's LII Management Panel was held on September 8, 1994. The panel was established by the May 6,1994, Russell memo regarding the LII process and screening of technical specification (TS) amendment requests. The panel last met on July 21, 1994.

The TS screening panel passed on an observation that the processing of LII for lead plants and the cost-beneficial licensing action (CBLA) philosophy were losing momentum, especially with respect to generic actions.

It was also noted that not all incoming amendments are being submitted to the screening panel. As a result, the LII panel requested that, at the next meeting, the TS screening panel provide a proposal for ensuring accountability on amendment screening.

Brief updates were provided on the progress of the assigned LIIs listed in.

The LII panel encouraged the lead project managers to identify any issues requiring management attention.

Chris Grimes provided a summary of the ongoing efforts to revise Office Letter (0L) 803, " Technical Specification Review Procedures," and distributed an updated outline (Attachment 2).

Chris Grimes also provided a summary of the Standard Technical Specifications conversion survey (Attachment 3) and a summary of the recommendations and actions resulting from the Battelle work processes review of amendment screening (Attachment 4).

Jack Roe discussed his meeting with Thomas Tipton and other members of the Nuclear Energy Institute (NEI) to discuss the LII Management Panel's objectives and solicit industry priorities for processing generic license l

amendments. NEI was very receptive and offered to provide input on industry priorities for generic license amendments.

NEI did express their concerns regarding the utilities' reluctance to be a lead plant due to the increased NRC review costs and the general lack of timely movement within the NRC on generic issues. Chris Grimes was given the lead on contacting Dave Modeen at NEI to set up a working level meeting on the proposed process. During the t

NRR OFFICE LETTER NO. 803 TECHNICAL SPECIFICATION REVIEW PROCEDURES PURPOSE This Office Letter establishes procedures for (1) preparation of plant-specific technical specifications (TS) for new licenses, (2) amendment of TS for operating plants, and (3) revision of the standard technical specifications (STS). These procedures supercede those contained in NRR Office Letter No. 38, dated April 2,1982, as supplemented on July 23, 1984, and NRR Office Letter No. 51, dated July 31, 1986.

NRR OFFICE LETTER NO. 803, REVISION 1 TECHNICAL SPECIFICATION REVIEW PROCEDURES PURPOSE This Office Letter establishes procedures for (1) revision of the standard technical specifications (STS), (2) conversion of existing technical specifications (TS) to improved STS, (3) development of line-item improvements, (4) amendment of operating plant TS, and (5) preparation of plant-specific TS for construction permits, operating license applications, and design approvals.
