NOTICE OF ENFORCEMENT DISCRETION REVIEW TEAM REPORT Per direction of the Notice of Enforcement Discretion Review Team Charter, approved by you on July 21, 1994, enclosed is the team's report. NRR management will review the team's findings, conclusions and recommendations, and will take the actions necessary to improve the NOED process.

Regional, OE and OGC comments will be solicited and integrated into the above review. The action plan will be provided to you by October 7,1994.
t Certain improvement initiatives, such as enhancing the N0ED tracking system are already underway. However, there are other potential initiatives, such as the possible revision to the N0ED policy regarding the criteria for issuing discretion for plant startup, which would require Commission approval and are anticipated to have longer completion dates reflected in the action plan.
