ACCEPTANCE OF CHANGES TO THE OPERATIONAL QUALITY ASSURANCE PROGRAM FOR EDWIN I. HATCH NUCLEAR PLANT, UNITS 1 AND 2 l
We have reviewed your request, dated May 28, 1993, to revise the biennial l
review of procedures. The proposed changes to Section 13.5.1 for Unit 2, and l
Section 13.7 for Unit 1 of your FSAR would replace the commitment to review l
procedures on a two year cycle as stai.ed in ANSI Standard N18.7-1972 with a l
commitment to perform biennial Quality Assurance Audits of the administrative controls for procedures utilizing a representative sampling process. We have reviewed this change and agree that it provides an acceptable alternative and that your program will continue to meet the requirements of 10 CFR 50 Appendix B.
Based on our review of your submittal, we understand that your administrative controls for plant procedures contain elements for a review when a procedure is affected by other changes in the plant. The controls contain elements to ensure that affected procedures are revised when necessary.
In addition, you have committed to institute a sampling of procedures for added assurance of timely revision of procedures.
Further, you have committed to maintain a review of A0Ps and E0Ps to ensure that these procedures are maintained up to date. The periodic review of security procedures and emergency preparedness procedures are not affected by this change.
With the above sampling provision we believe that the change is an acceptable I
alternative commitment and that your program as revised will continue to meet the requirements of 10 CFR Part 50, Appendix B.
