Dear Mr. Schnell:

This refers to the routine safety inspection conducted by Mr. B. L. Bartlett,

Ms. D. R. Calhoun, and others of this office from June 1 through July 31,

1993, of activities at Callaway Plant, Unit 1, authorized by NRC Operating

License NPF-30, and to the discussion of our findings with Mr. J. D. Blosser

and others of your staff at the conclusion of the inspection.

The enclosed copy of our inspection report identifies areas examined during

the inspection. Within these areas, the inspection consisted of a selective

examination of procedures and representative records, observations, and

interviews with personnel.

Based on the results of this inspection, certain of your activities appeared

to be in violation of NRC requirements, as specified in the enclosed Notice of

Violation (Notice). The violation involved the failure to properly control

the design process to ensure that a modification scheduled for the next

refueling outage was properly designed and implemented.

We are concerned that

the weaknesses identified with the performance of pipe support design

activities were identified by the NRC instead of by your management,

independent assessment, or quality assurance audits.

specified in the enclosed Notice when preparing your response.

In your

response, you should document the specific actions taken and any additional

actions you plan to prevent recurrence. After reviewing your response to the

Notice, including your proposed corrective actions and the results of future

inspections, the NRC will determine whether further NRC enforcement action is

necessary to ensure compliance with NRC regulatory requirements.

In accordance with 10 CFR 2.790 of the Commission's regulations, a copy of

this letter, the enclosures, and your responses to this letter will be placed

in the NRC Public Document Room.
