NRC REGION I INSPECTION NO. 50-333/93-14
This refers to the results of the routine resident safety inspection conducted by Messrs.
W. Cook, J. Tappert and B. Welling from June 27,1993 to July 31,1993 at James A.
FitzPatrick Nuclear Power Plant, Scriba, New York. A summary of the inspection findings
was presented to you and members of your staff at the conclusion of the inspection.

This inspection was directed toward areas important to public health and safety. Areas
examined during the inspection are described in the NRC Region I inspection report, which

is enclosed with this letter. Within these areas, the inspection consisted of observation of
l
activities, interviews with personnel, and document reviews.
Overall performance during this inspection period was good. Two unresolved items were
identified this inspection period. One item tracks your actions to determine the root cause
for not performing Technical Specification average power range monitor (APRM) downscale
trip testing. Specifically, why an earlier APRM testing review did not identify this
deficiency. The second item tracks your pending control room habitability reanalysis and our
staff's review of this issue. We are encouraged by your staff's identification of these issues
and the comprehensive action plans to promptly address them.

The inspectors also reviewed your staff's actions involving the discovery of a fire barrier
penetration being inoperable without Technical Specification compensatory measures
(firewatch) established. This event was of minor safety consequence and your corrective
actions were found to have been prompt and thorough. In accordance with the provisions of
10 CFR 2, Appendix C, Section VII.B.1 of the Enforcement Policy, this Technical
Specification violation was not cited.
