We have received your letter dated August 4,1993, which transmitted Revision 23 to the Cooper Nuclear Station Emergency Plan.

The plan revision was submitted pursuant to 10 CFR 50.54(q) and involved changes to the language describing the positions of certain State of Nebraska response officials.

We have reviewed the changes and have determined that they are acceptable and do not decrease the effectiveness of your emergency planning at the Cooper Nuclear Station.
