Docket No. 50-282 Docket No. 50-306 Northern States Power Company ATTN: Mr. D. D. Antony Vice President, Nuclear Generation 414 Nicollet Mall

)

Minneapolis, MN 55401

Dear Mr. Antony:

i

SUBJECT:

DOCUMENTATION REQUEST TO SUPPORT THE PRAIRIE ISLAND MOTOR OPERATED VALVE INSPECTION j

l would like to inform you of our intent to perform a Generic Letter (GL)

I 89-10 motor operated valve (MOV) inspection, scheduled for September 27 i

through October 8, 1993.

This will be a Part 2 inspection in accordance with NRC Temporary Instruction 2515/109, Revision 1.

The main focus of our inspection will be the implementation of your GL 89-10 program.

Specifically, we will review your evaluation of differential pressure test results and the use of available data to justify assumptions and update your program.

We will also review the status of issues raised during the Part 1 inspection (Reports No. 50-282/91023(DRS); No. 50-306/91023(DRS)).

For your information, Attachments 1 and 2 list items that are normally used to support the inspection.

To improve the inspection's effectiveness, I request your assistance in sending us the information listed in Attachment 1 by September 16, 1993, and in having the information listed in Attachment 2 available for review at the beginning of the inspection.

To further enhance information exchange, we would appreciate an informal presentation on your GL 1

89-10 MOV program status following the entrance meeting.

If you have any questions regarding Attachments 1 and 2 or the inspection itself, please contact me or Ms. Christine Gainty of my staff at (708) 790-5695 or (708) 790-5628, respectively.

Sincerely,

/,

Q1h'0

ATTACHMENT 1 PRAIRIE ISLAND GENERIC LETTER 89-10 MOV INSPECTION DOCUMENTS FOR NRC REVIEW i

Please send copies of the following documents /information prior to September 16,.1993 i

1.

Overall GL 89-10 program description document-(including the scope of MOVs in the program) 2.

Information on all MOVs in the program, indicating:

- which have been dp-tested for GL 89-10

- which have been static-tested

- which are planned for modifications prior to close out per GL 89-10 (indicate type of mod planned)

- size and type (gate, parallel gate, globe, butterfly, etc.) for each valve

- plans for grouping (include i

justification)

- schedule for future outages and planned dp and static testing 3.

For each MOV that has been dyr amically tested, provide the following:

- test dp and design basis dp l

- valve factor, stem friction coefficient-during static and dynamic test, thrust observed at torque switch trip under static and dynamic conditions, and percentage of load l

sensitive behavior observed

- design basis conditions - differential pressure, system l

pressure, worst case motor voltage, fluid temperature and flow i

conditions, and ambient accident temperature conditions I

- valve information - manufacturer, type, pressure rating, disc area used in calculations, stem diameter, assumed valve factor, assumed stem friction coefficient, pitch, lead i

- actuator - manuf acturer, type, size, overall gear ratio, application factor, assumed efficiencies

- motor - at or dc, nominal voltage rating, nominal tcrque, speed 4.

List of documents identifying MOV failures, such as DRs and i

nonconformance reports - last 2 years - include valve number, date and short description Please send the information to:
