This transmits the June 10 through July 27,1993, inspection findings of Messrs.
C. Marschall and W. Olsen at the Maine Yankee Atomic Power Plant, Wiscasset, Maine.
Those findings were based on observations of activities, interviews, and document reviews,

and have been discussed with Mr. Blackmore of your staff.
During the inspection, we observed safe plant operation and good response to the failure of
the no. 3 reactor coolant pump lower seal. We also observed generally good performance in
the areas of maintenance, surveillance, and plant support. We noted another minor example
-
of improper implementation of the locked valve program. We understand that your
corrective actions for previously identified problems with locked valves will address this
,
'
discrepancy.
In accordance with 10 CFR 2.790 of the NRC's " Rules of Practice", a copy of this letter and
its enclosures will be placed in the NRC Public Document Room.
