NOTICE OF V10LA110ll Valccr Engineering Corporation Docket No. 99900728 Springfield, New Jersey During an inspection conducted at the Valcor Engineering Corporation (Valcor) facility in Springfield, New Jersey on February 11-15, 1991, violctions of the U. S. Nuclear Regulatory Commission (NRC) requirements were identified, in accordance with the " General Statement of Policy end Procedures for NRC Enforcement Actions," 10 CFR Part 2, Appendix C (1990), the violations are listed below:

A.

Section 21.21, " Notification of failure to comply or existence of a defcct," of 10 CFR Part 21 requires, in part, that each individuci or other entity subject to tne regulations in 10 CFR Part 21 adopt appropriate procedures to provide for evaluating deviations or informing the licensee or purchaser of the deviation in order that the licensee or purchaser may cause the deviation to be evaluated.

Contrary to the above regulation, Valcor Procedure flo. S2110. "10 CFR 21 Defects and hon-Compliance Reporting Procedure," Revisich A, cated January 17, 1987 was not adequate to ensure Valcor performed evaluations of deviations or that Velcor valve purchasers were infornied of deviations, if Valcor did rot have adequate inforn.ation to perform the rcquired evaluation.

For example, Valcor was informed of premature valve dtgradation which caused excessive valve leakage in Valcor valve models V520-5683, 0042 and 6043, "hard seated solenoid globe valves," at Haddam Neck, Millstone, and North Anna; however, Yalcor failed to either evaluate the deviation, or to iaform other potentially applicable customers pursuant to 10 CFR Part 21. The deviation concerns premature valve disc / seat area degradation that occurred within 18 months (approximately 80 valve cycle operations), resulting in unacceptable leakage rates which prompted valve teplacement.

This appears to be a deviction of the Yalcor Technical data for its 526 series valves. The Techrical data describes the 526 series valve as being highly reliable, and capable of perforniing over 100,000 operations in n.ost cases.
