Dear Senator Lieberman:
I am responding to your letter of May 9,1991, regarding your' concern about a_ break in a dry instrument tube during in-vessel maintenance at the Millstone Nuclear Power Station, Unit 1, on May 1, 1991.
-The event occurred during the current 2-month refueling outage at the plant.
An incore instrument-dry tube broke while being moved out of the reactor vessel.
Following the break, part of the tube attached to.the removal tool rotated in such a way as to' break the surface of the water in the refueling pool for of the Northeast Nuclear Energy Company (the licensee)posure to five workers several seconds and resulted in unplanned radiation ex
, who were present'during this activit.y.
The_ licensee analyzed'the event and found that the maximum radiation exposure that occurred to one individual was 154 millirem. However, the radiation exposures received were a small fraction of limits; far less than the 2500
-millirem that the licensee allows its workers over 3 months or the 3000 millirem maximum quarterly occupational radiation dose to the whole body permitted in the U.S. Nuclear Regulatory Comission (NRC) regulations.
In addition, no airborne contamination resulted.from the incident and thus no release of
- radioactive material occurred.
Further, all workers involved inLthe activities were provided with integrating alarming dosimeters.and the area around the refueling pool was' continuously monitored with alarming radiation monitoring equipment.
When the tube broke the water surface these alarms sounded and the workers evacuated the area.
On May 8,1991, another event occurred involving the breaking of an instrument dry tube during handling.
In this case, however, the dry tube did not break the surface of the water in the refueling-pool-'and thus resulted in no radiological consequences.
