" Modification Design Inspection - Palisades" (L-1342)

This letter confirms verbal authorization provided to Lou Albers by Brenda DuBose, of my staff, on May 17, 1991, to commence work on the subject Task Order effective May 20, 1991, with an established ceiling of $22,726.67.

In accordance with Section G.6, Task Order Procedures, of the subject contract, this letter definitires Task Order No. 18.

This effort shall be performed in accordance with the enclosed Statement of Work and Parameter Inc.'s technical proposal dated May 16, 1991, incorporated herein by reference.

The period of performance for Task Order No. 18 is May 20, 1991 through July 12,1991.

The total cost ceiling is $22,726,67.

The amount of

$22,197.80 represents the total reimbursable costs, the amount of $13.88 represents the facilities capital cost of money, and the amount of $514.99 represents the fixed fee.

PERIOD OF PERFORMANCE May 20, 1991 to June 28, 1991 AAG2RQHD Recont problems have been identified during a steam generator replacement inspection (1990/1991) with engineering design and analysis work related to piping and pipe supports.

Specific concerns were raised about inadoquato design verification measures, questionable design assumptions, and inadequate corrective actions.

Region III requested that NRR perform an independent inspoction to assist in establishing the technical significanco of these recent des! Jn control findings.in the piping analysis area.

Concerna reg rding programmatic weakness in the design control program were previously identified by an Enginocring Team Inspection (1989/89-

07) and snubber reduction inspection (1989/89-24).

Region III will conduct an inspection of the design activities at the Palisados Plant.

The inspection team will evaluate the adequacy of design-activities associated with recent plant modifications.

To-accomplish this, Region III noods to nupplemont its staff with one piping analysis engineer.

OBJECTIVE The objective of -this task ~ order is to obtain export technical assistance (one' piping analysis ongineer) to assist the NRC inspection team in the performance of the subject inspection.

voRK REQUIREMENT _B The contractor shall furnish the qualified specialist and - the necessary facilities, materials and services to assist the NRC in preparing for and conducting inspection -activities and findings.

The engineer should have extensive experience in design -and analysis of piping and mechanical systems, including, but not limited to, indupth familiarity with US design practicos, NRC inspection techniques, and standard US industry practices associated with nuclear plant modifications (see attachment B for detailed personnel requiremento).

One, one-person trip to NRC Rockville, MD offico to assist the NRC in the documentation of-inspection activities.

It shall be the responsibility of the contractor to assign technical

staff, employeon, and subcontractors who have the required educational background, experience, or combination thereof, to moet both the tochnical and regulatory objectives of the work specified in thia SOW.
