NRC INSPECTION REPORT NOS. 50-445/91-17; 446/91-17
This refers to the inspection conducted by Ms. Linda McLean of this office
during the period April 30 through May 3, 1991, of activities authorized by NRC
Operating License NPF-87 for Comanche Peak Steam Electric Station (CFSES).
At
the conclusion of the inspection, the findings were discussed with those
members of your staff identified in the enclosed report.
The area examined during the inspection was the implementation of your
fitness-for-duty (FFD) program. Within this area, the inspection consisted of
selective examination of procedures and representative records, interviews with
personnel, and observations by the inspector.
The inspection findings are
documented in the enclosed inspection report.
Within the scope of the inspection, no violations or deviations were
identified.
Based on the results of this inspection, NRC concluded that the development and
implementation of your FFD program were responsive to both the spirit and the
intent of the NRC FFD rule.
We also found that the professionalism of the
personnel involved in administering the program was ccmmendable.
As described in the enclosed report, we are pleased to note numerous program
strengths in your program;
management's strong support for the program; the
thorough and innovative quality assurance (QA) audit; and the interface with
corporate security in the FFD program, to name a few.
The strengths of your
program have contributed to meeting the objectives of the rule with an overall
goal to have reliable and trustworthy workers at CPSES.
There was one program weakness identified during the inspection:
the absence
l
of a clear procedure describing required training for designated contract
!
supervisors. A commitment was made during the inspection to revise this
procedure with an effective date of May 6, 1991.
