We have received your letters dated November 9, 1990, and May 16, 1991, which transnitted Revisions 5 and 6 to the River Bend Station (RBS) Emergency Plan.
During our review of your November 1990 submittal, we noted that Revision 5 apparently relegated the Recovery Manager to dealing only with offsite officials and that apparently he did not have overall command and control of onsite emergency response activities during emergency conditions.
This matter was discussed between Mr. Nerren Terc of this of fice and Mr. William Smith of your staff during December 1990.
As a result of this discussion, Mr. Smith stated that additional information would be provided to clearly define emergency response activities. We noted that Revision 6 modified Revision 5 by clarifying responsibilities of the Recovery Manager and his interactions with the Emergency Director.
We have reviewed both revisions and have determined that Revision 5, as modified by Revision 6, is ccceptable and does not degrade the effectiveness of your emergency planning for RBS.
