Enclosed are two applications for export licenses (XSNH02612 and XSNM02613).- recently received by the Nuclear Regulatory Comission, for the export of_high enriched Pu-239 and Uranium-235 electrodeposited onto a nickel disc for use in the spectroscopy of neutrons in a beam tube of the research reactor at the Technical University of Amir Kabir in Iran.
Before taking action on these' requests, we would appreciate your views, in accordance with established procedures and from the overall perspective of the Executive-Branch, as to whether the proposed exports meet the applicable criteria in the Atomic Energy Act of 1954 as amended by the Nuclear Non-proliferation Act of 1978.
