Enclosed is an application for an export license received recently by the Nuclear Regulatory Commission for the export of high enriened uranium for use as fuel for NRF/Petten reactor in The Netherlands.
Before taking action on this request, we would appreciate your views, in accordance with established procedures and from the overall perspective of the Executive Branch, as to whether the proposed export meets the applicable criteria in the Atomic Energy Act of 1954 as amended by the Nuclear Non-proliferation Act of 1978.

Enclosed is an export license application, Nukem's cover letter to Transnuclear, Inc., Petten's end use statement end its reactor checklist for your handling of the following:
35.8 Kgs Uranium-235 contained in 38.285 Kgs Uranium, in the form of metal, enriched to 93.45 e/o maximum The above figures include tolerences.
As you can see from Nukem's letter to Transnuclear, 9.75 Kgs Uranium (amount including tolerence) are intended to be included in a shipment later this year.
If possible, could this amount be approved prior to the approval of the total license request?
