4 TASK DESCRIPTION FOR TECHNICAL ASSISTANCE IN THE REVIEW OF PACIFIC NUCLEAR FUEL GERVICES, INC APPLICATION FOR A CERTIFICATE OF COMPLIANCE FOR A DRY CONCRETE SPENT FUEL STORAGE CASK, DOCKET NO. 72-1004, FIN TBD TASK 9, NMS-02-90-007 1.0 Eaikqround Pacific Nuclear Fuel Services, Inc. (formerly NUTECH, Inc.) is applying for a Cer tificate of ' ompliance for a dry concrete spent fuel storage cask. A safety review of a submitted Safety Analysis Report (SAR) will be required and a Safety Evaluatien Report (SER) will need to be prepared.

Under the new spent fuel storage certification process that is now in effect, a rulemaking will be required as part of NRC's review of the application.

This rulemaking will result in public comments on a proposed rule, our SER and on a draft Certificate of Compliance (the rule change itself would simply be aeding the name of the cask to the certified last assuming that we find that the design meets NRC requirements in Part 72).

The Safety Analysis Report (SAR) included in Pacific Nuclear Fuel Services (PNFS) application, upon receipt and acceptance for docketing. should provide satisfactory framework for the initiation of the detailed reviews.

2.0 Work Required This task is to provide technical assistance to the NRC in its safety review of the concrete cask design submitted by PNFS for a certificate of compliance.

This will consist of the review of the cask design, as detailed in the subeitted SAR, including auxiliary equipment as appropriate to its importance to safety and use.

The review is a multi-disciplinary activity culminating in a written record that will clearly demonstrate the applicants' compliance and non-compliance to the requirements and criteria specified in 10 CFR Part 72.

The written materials furnished by the contraciter shoulo be suitable for inclusion in the NRC's Safety Evaluation Report and Draf t Certificate of Compliance.

In addition,-the contractor will sJpply technical assistance, if needed, in response to public comments on any p oposed rulemaking to add the reviewed cask design to the list of approved casks in 10 CTR Part 72.214 2.1 Staffino The principal investigators represent the technical expertise provided by the Contractor and provide technical continuity during the entire review process.

They should have professional credentials in the technical areas assigned to thee that will qualify them as expert witnesses for testifying at public 3

hearings.

They should have a clear understanding of the depth of review generally required by the NRC and specifically required by the type of activity proposed by the applicant for the disciplines they represent.

Reviews can be perf)rmed by any qualified support staff member, but may be performed by a principal investigator or even by the project manager.

The reviewers who perform the actual work shall provide detailed technical records of the methods used to evaluate all aspects of their areas of responsibility. Upon completion of an evaluation, the reviewer or responsible for principal investigator will distill this record to suitable documentation inclusion in NRC reports.
