50-328 SEQUOYAH NUCLEAR PLANT (SQN) - TECHNICAL SPECIFICATION (TS) CHANGE 91-06, SNUBBER VISUAL INSPECTION FREQUENCY In accordance with 10 CFR 50.90, we are enclosing a requested amendment to Licenses DPR-77 and DPR-79 to change the TSs of SQN Units 1 and 2.

The proposed changes to the snubber-related sections will revise the visual inspection schedule in accordance with Generic Letter 90-09, " Alternative Requirements for Snubber Visual Inspection Intervals and Corrective Actions";

delete the 50 percent drag force increase from the acceptance criteria for functional tests; and delete the Plant Operations Review Committee concurrence for snubbers that are added or deleted to the accessible or inaccessible listing.

The proposed TS change is identified in Enclosure 1.

The justification for the proposed TS change is provided in Enclosure 2.

A proposed determination of no significant hazards consideration performed pursuant to 10 CFR 50.92 is provided in Enclosure 3.

The Unit 1 Cycle 5 refueling outage is currently scheduled to begin October 4, 1991. TVA plans to utilize the relaxed visual inspection frequency during the upcoming Unit 1 outage.

Accordingly, we request your approval by September 1,1991, to allow adequate time to incorporate this change into our procedures and integrate it into the outage schedule.

We are requesting an implementation period of 30 days from the receipt date of the TS change to allow for procedural changes.
