Gentlemen:

This refers to an allegation review inspection conducted by Mr. T. J. Madeda

of this office between March 18 and 28, 1991, of activities at the point

Beach Nuclear power plant authorized by NRC Operating Licenses No. DPR-24

and No. DpR-27 and to the discussion of our own findings with Mr. C. Meyer

on March 28, 1991.

The enclosed copy of our inspection report identifies the allegations examined

during the inspection.

. ithin these areas, the inspection consisted of a

selective examination of procedures and representative records, observations,

and interviews with personnel. Our review involved an evaluation of specific

issues relating to your security training program and to confirm adherence to

your security training and qualification plan.

.

No violations of NRC requirements were identified during the course of the

inspection.

However, we are concerned with the apparent cheating by some

security officers on specific examinations while attending security training

classes at the fox Valley Technical College (fVTC). While no violations of

NRC requirenents were identified, NRC views cheating as a serious concero.

We understand that your corrective actions have focused on strengthening

-

proctoring and grading methods at FVTC, increasing licensee oversight

'

activities of the security training program and utilizing additional testing

methods in evaluating the integrity and honesty of prospective security

,

l

personnel. We understand that these corrective actions will be in place for

the next security recruit training class.

,

Subsequent to this inspection, additional information relating to these issues

was received by Regior. Ill. This information is currently being evaluated to

-

determine if any further action is required by us.
