Gentlemen:
Subject: Combined Inspection Report Numbers 50-54/91-02 and 70-687/91-02
This letter refers to the special, announced safety inspection conducted by
Mr. J. Roth of this office on Mcrch 13, 1991 at your facility in Tuxedo, New
York. The inspection included a review of activities related to the
decommissioning of your reactor and hot cell facilities and to introduce NRC
contractor personnel from Oak kidge Associated Universities to your staff and the
facility.
This contractor will subsequently perform confirmatory surveys of
your decommissioned facility for and under the direction of the NRC.
Findings
were discussed with you and other members of your staff during the
inspection. Other areas examined during the inspection are identified in the
report. The inspection consisted of a selective examination of procedures and
representative records, interviews with personnel, and observations of
activities in progress.
Based on the results of this inspection, none of your activities appeared to
be in violation of NRC requirements and no response to this letter is required.
During this inspection, the subjects discussed included the specification of
appropriate contamination level criteria to be used during the decontamination
phase of your decommissioning activities.
As stated in the enclosed
inspection report, the criteria to be used will be as described in your
Decommissioning Plan as approved or modified in the NRC Decommissioning Order
which will be issued upon completion of NRC's review of your Decommissioning
Plan.
In accordance with 10 CFR 2.790 of the NRC's " Rules of Practice", a copy of
this letter and its enclosures will be placed in the NRC Public Document Room.
