Seymour Heiss This letter is in response to Reference 1, in which the NRC provided their Proof and Review version of the Permanently Defueled Technical Specifications (PDTS).

The Proof and Review version represents a modification to the District's PDTS submitted in Reference 2.

Reference 1 contains several differences with Reference 2 and requests additional information and justification, as well as any comments the District has regarding the Proof and Review version of the PDTS.

In spite of the extensive justification provided in Reference 2, several differences with the NRC remain.

The District is currently conducting a detailed evaluation of these differences, and expects to submit a response prior to July 1991.

The District's response will address these riifferences and provide the information, justification, and comments requested in Reference 2.
