MONTICELLO NUCLFAR GDiERATING PL/JiT Docket No. 50-263 License No. DPR-22 License Ataendment Request Dated August 20, 1974 Attached are three signed originalo and 37 confomed copies of a request for a change of Technical Specifications, Appendix A, of the Provisional Operating Licente DPE-22 for the Monticelle Nuclear Generating Plant.
This information has been reviewed by the Monticello Operations Comittee and the Safety Audit Co:nt t t e e.
The primary reason for requesting these changes is to meet the requirements of 10 CFR Part 50 Appendix K.
In support of such changes, ati ECCS evaluation prepared by General Electric is included as Exhibit C ntitled "Monticello Nuclear Generating Plant Loss of Coolant Accident Analysis Con;vrmance with 10 CFR 50 Appendix K, 4
August 1974."
The Appendix K evaluation is based on an initial 1.19 minimum critical power ratio using the newly developed GEIAB heat flux correlation. A specification requiring the steady state MCPR to be greater than or equal to 1,19 has been included with the proposed changes.
The Monticello reactor vill be operated within the limits of both the proposed 2nd existing Technical Specifications in accordance with the requirements of 10 Cre.
