Assurance Program - Docket # 71-0109.

Dear Mr. MacDonald,

On February 6th of this year I received a call from Mr. Len Gordan indicating that he did not feel that we properly addressed the " Qualification requirements for Lead Auditors and audit team" in our January 21, 1991 response to your additional information request of December 21, 1990.

Attached are six copics of a r vised " AUDIT" section #18 of our Packaging QA plan (DOCKET #71-0109). The revision, identified by a vertical line in the right margin, should, we feel, adequately address the concerns that Mr. Gordan expressed on February 6,1991.

I apologize for not trying to address this concern earlier but, as you may be aware, our reactor and hot lab processing facilities have been shut down since early in 1990 and we have been involved in numerous tasks associated with our pending decommissioning plan approval.

Lead Auditors shall be solocied by the Nuclear Saf eguards Committee and shal I moet the quali f Ica11on guidanco speci f iod in ASTM NQA-1 Supplomont 2S,3.

Lead Audl+or responsibilities shall include establishing ihai audit personnel are quallflod in accordance with NQA-1 requirements, organizing and directing audits, reporting audl1

findings, and evaluating correcilvo acT!ons.

The primary concern in such audits will be the hazard potential involved in all aspects of the packeging operat ion, and audits will be intend? to improve or maintain a high level of safety, for employees of the licenseo, for inc citimate recipient of packages containing radioacilve material shipped by the licensee, and for members of the general public who may be in proximity to such packages during their transport, The Diant Manager wIII ovaluatc 1ho roports of alI audits, with 1ho assIsiance of such competent authorliy as he dooms necessary, and direc1 that arcos of deficiency be corrected.
