"Model" Technical Specifications were enclosed that were to be the basis fer our submittal.

Mc will be unabic to submit the requested license amendment application within the specified time interval.

The reasons for delay are:

a.

Monticello has been shutdown throughout January and the first half of rebruary for a routine refueling outage.

The demands placed on the plant staff have precluded detailed review of a licente amendment application, b.

The technical and safety revi us required by 10 Crit 50 and Section 6 of the Monticello Technical Specifications cannot normally be accomplished within 45 days for a change of this scope, c.

Changes to the filter system sur.acillance program requested in the enciesure to your letter are believed to be technically infeasible in some cases.

In other cases, the additional surveillance does not appear to be applicable to the Monticello installation.

It is not possible to resolve these questions within the 45 day time irame provided.

We are attempting to resolve the technical questions which we have with the enclosure to your January 7th letter and believe that we can suhnit an application for amendment to the !!onticello license by April 1,1975. We will make a reasonable effort to innintain this proposed sutaittal date.

It is requested that in the future, requests for sutoittal of applications for license amendments to modify the Technical Specifications include sufficient technical information to enable thorough and timely review.

It is also requested that the time allowed for submittal take into consideration the preparation, review, and approval requirements set forth in 10CTR$0 and Section 6 of the Technical Specifications.
