The Federal Energy Regulatory Commission (FERC) has forwarded you letter of ~

March 25, 1991, on behalf of Mr. Mike Dorriety, to the U.S. Nuclear Regulatory Comission (NRC).

Mr. Dorriety raised questions about unresolved " human engineering defects" at the Browns Ferry nuclear power plant which were dis.

cussed in a newspaper article.

The " Human Engineering Deficiencies" to which Mr. Dorriety refers are the issues which result from control room design reviews.

The NRC required that licensees for all U.S. commercial nuclear power plants perform detailed reviews of their control room designs.

One of the objectives of a control room design review was to identify any modifications to the control room configurations that would contribute to a reduction of risk, and enhance-ment in the safety of operation of a plant.

One result of the review is the identification of Human Engineering Deficiencies (HEDs).

The NRC reviews and evaluates the control room design review program and its implementation for each nuclear power plant.

The NRC has reviewed the Browns Ferry control room design review program and its implementation to ensure that safety-significant HEDs have been identified.

In reviewing the control room design eview program at Browns Ferry, the NRC evaluated the corrective actions for each HED and the implementation schedule for improvements that were to be made.

Many of the improvements provide enhancements to the control room to enable the operators to better perform their functions.

Some of these control room enhancements have not yet been made. However, the NRC has determined that the Tennessee Valley Authority (TVA) has identified and implemented acceptable corrective actions for all HEDs that warrant correction before reste.rt of Unit 2.

Further, the NRC will monitor the implementation of the remainder of Browns Ferry control room improvements to ensure that TVA meets the commitments that it has made.

Be assured that NRC will not authorize restart of the Browns Ferry plant until we are convinced that all significant safety issues have been addressed and the public health and safety is protected.

I hope this responds to Mr. Dorriety's concerns.
