The estimated annual costs to operate the Monticello Iluelear Generating
' ant for the five year period 1973 through 1977 are:
1973 P6.2 million dollarc 197!4 26,5 minion donarc 1975 26.1 million dollarc 1976
- 6.5 minien dollare I
1977 26.0 minien denarc i
i i
These costc include:
interest, depreciation, return, taxes, maintenance and miccellaneous cupplies, operating and maintenance labor, incurance, and fuel vosts.
I 11 3 specific planc for dicmantling the Monticello Plant have been developed; I
therefore, accurate dienantling coct determinatione cannot be made.
Hov-ever, from d3P'c experience with the dismantling of the Isthfinder Atomic Power Flant, and from experienecc obtained from the cucceccrul dirmantlings of other power ren' tors, grocs estimatec can be made which will place cuch a dismantling cost 1.'to perspective.
The cost of putting the ebnticello !Juelear Generating Plant in a cafe chut-down condition at the end of f to useful life is estimated at 10 million dollare. Thic estimate assumes present-day costo and technology.
Such a shutdo.m would typically concis t of these following actions:
i 1)
The reactor would be dicmantled to the extent necescary to allow termination of the 10 CFR Part 50 Licence. An i
fuel would be chipped off-cite prior to initiation of the shutcown plan, 2)
Some radioactive material would be entombed on-site.
The i
amount of radioactivity remaining at the cite would be a small fraction of the radioactavity at the site during operating conditionc.

,.e 1
3)
A curveillttnce prorrten would be establi hed to period-ically check and maintain the condition of the chutdown facility.
The cetimated annual coct of cuch a program is $5,000.
This estimate includec licence feec, taxes, periodic security checha, minor nadntenance, and annual I
radiation surveyo.
Such a dicmantling project would be financed from the company'c pool of fundo of which approximately one-hs1r are derived in'.ernally through Company operations, and approximately one-half are derived throuch the sale of occurities. At thic time, no funda sre beinc set acide cpecifi-cally for the future financing or cuch a project.

Ii REQUEST FOR CHANGE IN THE LISTINO OF BYTRODUCT MATERIAL IN THE MONTICELLO NUCLEAR GENERATING ITJtNT PROVISIONAL OFERATIN3 LICENSE DPR-22 i
AEC.s0CKET NUMBER 50-263 We request that Section 2.C of Amendment No.1 to License No. DpR-22 be modified as shown below.
The requested wording differs from the present license wording in that it specifies the amount of cesium 137 and strontium 90 which we are licensed to receive, poscesa, and uce in connection with the op! ration of the Monticello facility.
The request for cesium 137 sourecc is conciatera with our application of June 16, 1969 and our application for Amendment No.1 to our Part 30 licence (22-05799-03) dated February 12, 1970. The otrontium 90 cources are used in the sencor-converter units of area radiation monitors. The requested number has been increased to 40 as opposed to the 36 requested in our June 19, 1969 application.
This will allow an inventory of replacement sparea.
The proposed licence modification has received Operations Co=sittee and Safety Audit Committee approval.
PROPOSED MODIFICATION C.
Parcuant to the Act and 10 CFR Fart 30, " Rules of General Applicability to Licensing of Byproduct Material," to receive, possese, and use in connection with operation of the facility; ten sources of Antimony 124, not to exceed 1,250 curies per cource; one cource of Americium 241, not to exceed 7 curies; four sources of Cobalt 60, two not to exceed 350 microcuries per source, one not to exceed 500 millicuries and one not to exceed 12 5 millicuries; forty cources of Strontium 90, not to exceed 1.2 microcuries per source; twelve sources of Cecium 137, two not to exceed 5 microcuries per source and ten not to exceed 8 microcuries per cource (all as cealed cources); Americium 241, Cecium 137 and Strontium 90 each not to exceed 1 millicurie per nuclide, and Cobalt 60 not to exceed 27 microcuries (all without restriction as to chemical or physical form); and 2.702 millicuries of Cesium 137, and 0.5405 millicurie of Cobalt 60 (in colution for=); and
