Dear Mr. Congel:

Enclosed is the final exercise report for the December 6-7, 1989, exercise of the offsite radiological emergency response plans, site-specific to the Byron Nuclear Power Plant.

The State of Illinois and Ogle County fully participated in this exercise.

The State of Wisconsin partially participated in the exercise.

The Commonwealth Edison Power Company also participated in the exercise.

The final report, dated December 28, 1990, was prepared by the Federal Emergency Management Agency (FEMA) Region V staff j

and copies will be forwarded to the States of Illinois and Wisconsin.

There were no Deficiencies identified during the k

December 6-7, 1989, exercise.

However, the report identifies eighteen Areas Requiring Corrective Action.

A schedule of corrective actions has been provided by the State of Illinois in response to the exercise weaknesses identified.

Additional verification of corrective actions will be provided by FEMA Region V during the next exercise for the Byron Nuclear Power P). ant scheduled for April 3, 1991.

Based on the results of the December 6-7 1989, exercise, the offsite radiological amergency respon,se plans and preparedness at the Byren Nuclear Power Plant are adequate to provide reasonable assurance that appropriate measures can be taken offsite to protect the health and safety of the public in the event of a radiological emergency at the site.

Therefore, the Title 44 CFR, Part 350 approval of the offsite radiological emergency response plans and preparedness site-specific to the Byron Nuclear Power Plant granted on September 12, 1984, continues to be in effect.
