General i
lhe Northern States Power Company operator reaualification program at the Monticello and Prairie Island Nuclear Generating Plants is forrulated to meet the recuirements established by 10CFR55 Appendix A.
The requalification program will be established, maintained and controlled by knowledgeable personnel assigned to the respective plant organizations.
It will include preplanned lectures and seminars and may be supplemented by the selective use of films, videotapes and individual study material.
The preplanned lectures and seminars will normally be presented or directed by a member of the plant staf f or a designated aualified member of the group that is receiving the training. Although simulator training may be used to supplement the training of the plant operators, it is intended that the requirement s of the recualification program relating to reactivity control manipulations will be satisfied at the facility.

fundamental approach to the retra'ning of all operating personnel at the plants is to conduct retraining lectures and seminars for individual shif t groups.
Each group includes a senior licensed Shift Supervisor, licensed control room operators and unlicensed plant operators.
At Panticello the duration of a normal shif t cycle is approximately four weeks long.
During this period each operating shif t is assigned to off-the-job retraining for three or four days.
This is accomplished by having the relief shi f t. take over the normal operating duties for the scheduled day shif t operators.
At Prairie Island, the shif t cycles are of 5-vcek duration.
Toring retrain-ing periods, each operating shif t will normally be assigned to retraining for 3 to 4 half-day sessions per cycle.
This will be accomplished by relief from a 5th fully staf fed rotating shif t.
With this approach to retraining, similar preplanned lectures are presented four or five times over the period of the shif t cycles.
Since the preplanned lectures are presented during normal working hours on weekdays, the retrain-ing program provides ample flexibility for nonoperating licensed personnel to attend required lectures.
Individual operators who mias an assigned I
lecture for one reason or another or individual operators who need additional attention can be rescheduled to attend specific lectures on a timely basis without af fecting the established scouence of training.

3 Seminars, which inclode on the-job and of f the job discussions and simulMion of emergency and abnormal conditions, will be used to satisfy some o f the recuirements of the renualification program.
They will be controlled to satisfy the established conditions and requirements of a lesson plan or training guide.
Each of these activities will be conducted four or five times during each retraining cycle giving all operating and non operating licensed personnel ample opportunity to participate in the activities which sav be required for them.

The descr. bed recualification program is not designed t > provide the necessary treining to cualify a person for an operating license 9xamination: however, it should be recognized that prospective licensed pperators will normally rece.iv; the full benefit of the retraining program and share the experiences of the licensed operating personnel.
If changes in the following paragraphs of the program are proposed which would decrease the scope, time allotted for the program or frequency in conducting different parts of the program, they will be made in a manner consistent with the approval recuirements of 10CFR50: 54(1)(11, 2.
Scope o' the Recuali f_i, cation program A. General _
A written examic.ation will be completed annually by each licensed oper-ator and senior operator to determine the areas in which retraining lectures are recuired to maintain the required levels of knowledge.
Based on the results of the examination, a preplanned lecture series will be developed and conducted to meet the minimum durations es-tablished in Section 2-C.
Seminars will be held on or off shift for operating personnel to supplement the retraining received during the preplanned lecture series.
The seminars will be conducted to meet the minimum durations established in Section 2-D.
On-the-job ( mluations for all licensed personnel in the form of drill sessions or oral examinations will be conducted. Each licensed person f

i Reactivity control manipulations will be scheduled, when necessary, to provide each licensed operator and senior operator with a minimum of 10 control manipulations during each term of his license.
Senior operators may either manipulate the controls directly or direct the activities of individuals performing the control manipulations.
3 II, tyaminations An annual examination will be administered to each licensed operator and senior operator to provide a basis for determining the content of the preplanned lecture series for the subsecuent retraining year.

General and specific plant operating characteristics (5)
Plant instrumentation and control systems (6) plant protection systems (7)
Integrated, abnormal and emergency operating procedures (8)
Engirected safety systems (9)
Radiation control and safety (10) Applicable portions of Title 10, Chapter I, Code of Pederal Regulations In addition to the annual examination, periodic aultzes will be conducted during the preplanned lecture series to evaluate the ef fectiveness of the retraining lectures.
These quieres will be completeJ by the licensed operators and senior operators who are recuired to attend the preplanned lectures.

Th e lecture series will irclude instructions on the previously listed examination subjecta <ith emphasis on the areas which were determined to recuire upgrading.
Non operating licensed personnel will be required to attend all lectores relating to:

Integrated, abnormal and emergency operating procedures (2) Radiation control and safety In addition, they will be required to attend all lectures relating to any annual examination subject in which they received a grade of 70%
or less.
D.
Seminars Seminars or discussion periods will be scheduled on or of f shif t to supplement the preplanned lecture series and will include the following subjects:

Review of significant f acility design, procedural at.d licensing changes (2)
Detailed review of integrated operating procedures (3)
Review of abnormal and emergency operating procedures (4)
Review of abnormal occurrences 6nd unusual events (5) Review of administrative matters of significance to operating personnel (6)

On-the Job Evaluat ions Each licensed operator and senior operstor will participate in desig-nated operating drills for a minimum of two hours per year for the purpose of evaluating the individual's operating knowledge and perform-ance ability including an evaluation of actions taken during simulated abnormal or emergency conditions.
The drill sessions may be conducted on an individual or shift crew basis and will be evaluated by a cualified licensed senior operator.
Reactivity control manipulations may be used for drill purposes.
Oral examinations of licensed personnel by a cualified licensed senior operator may be conducted to satisfy a portion of the four hours of on-the-job evaluctions each year; however, drill sessions may satisfy the entire four hours of on-the-job evaluations.
F.
Reacti_vity Cont rol Mangulations Each licensed operator and senior operator will perform or supervise, when applicable, at least ten reactivity control manipulations during each two-year term of his license.
The reactivity control manipulations

Time will be allotted, if required, during the annual refueling outage or during other major outages to schedule reactivity control manipulations for licensed operators and senior operators.
Simulator training may be used to satisfy the reactivity control manipulation requirements.

Accelerated Retraining programs The performance of each licensed operator and senior operator will be reviewed on a routine basis to verify that the attendance and performance requirements of the regualification program are met.
Any individual who does not meet the requirements of the regualification program must complete an individually assigned accelerated study program as specified below.
The accelerated study programa vill be developed on an individual basis by the retrainina supervisor and will be reviewed and approved by the Superintendent of Operations
& Maintenance before implementation.

complete an accelerated study program for categories that were f ailed.
Successful completion of the accelerated study program will be de-ter mined by a wri t t en examination.
A grade of 75% or greater will be rqquired for passing.

Any licensed operator or senior operator who does not maintain the annually required attendance at the preplanned lecture series of seminara will be required to complete an accelerated training program if less than 80% of the raquired lectures or seminars were attended.

licensed activities until he has completed an individually assigned accelet ated study program and successfully passed a written and oral ex amina t ion.
The written examination will be similar to the annual examination and a grade of 75% or greater will be reouired for passing.
The oral examination of two or more hours duration will verify that the individual is thoroughly knowledgeable of the existing status of the plant systems and controls.

Any licensed operator or senior operator who completes or supervises less than eight reactivity control manipulations during a two-year term of his license will not be allowed to perform unsupervised licensed activities until he has satisfactorily completed the required total of at least ten manipula' ions.

The records will include the following:

Copies of all administered written examinations and the answers to the examination cuestions, b.
General description of the preplanned lecture series including the number of hours of lectures anticipated for each general subject and the general content of the lectures.
c.
Records of individual participation during the preplanned lecture series shewing the dates of attendance and the time allotted for each lecture, d.
Ceneral description of the seminar orogram including the hours allotted for each discussion.
Records of individual participation in the seminar program choving e.
the topics of discussion and the date and time of each discussion, f.
Records of individual participation in the on-the-job evaluation program.

Auditing of the Requalification_ Program

7 The plant Manager may have the requalification program audited periodically by a designated qualified member of the plant organization. Corrective actions will be initiated as required.
If periodic audits of the Requalification Program are performed by an in-dependent review and audit group, the audits initiated by the Plant Manager may not be required.
