Dear Mr. O' Leary:
MONTICELLO NUCLEAR GENERATING PLANT Docket No. 50-263 License No. DPR-22 Special Surveillance Program r'or 8 X 8 Fuel Cencral Electric Company, in a letter from J A Hinds to Mr. Voss A Moore of the AEC dated February 4, 1974, has documented their proposal for 8x8 fuel surveillance programs and reporting of the results of these programs in generic fuct experience reports.
In support of this program, General Electric has requested the participation of Northern States Power Company through the insertion of one lead 8x8 fuel assembly in the Monticello core commencing with the reload for cycle-3 in espring,1974.
Northern States Power Company has agreed to participate with Ceneral Electric in this surveillance program to the' following extent:
1.
Insertion of one pre-characterized 8x8 surveillance fuel bundle in the Monticello reactor commencing with cycle-3.
2.
Use of the Monticello facility by General Electric during future outages for the interim exposure examination as described in the subject February 4,1974 letter.

3.
Provision of periodic operational data to General Electric relating to the power history and performance of the surveillance test bundle.
l The Northern States Power Company "Second Re'.oad Submittal" dated November 19, 1973, as revised February 8, 1974, was deemed to provide adequate assurrance i
I that operation with 8x8 fuel in cycle-3 involved no significant safety concerns.
