Based on the inspection conducted on August 30 throuth September 2, 1977, it appears enat certain of your activities were in noncompli-ance with NRC requirements, as noted below.
Item 1 is an infraction **
and Item 2 is a deficiency.
1.
Contrary to 10 CFR 73.55(g)(1), the licensee did not employ adequate compensatory measures which would assure that the effectiveness of the intrusion alarm system was not reduced when the system was rendered inoperable on August 27, 1977 due to a lightning strike.
Further, specific procedures describing compensatory measures had not been written.
2.
Contrary to Section 2.3.4(2), of the.Honticello Security Plan Revision 4, which was approved by the Office of Nucicar Reactor Regulation (ONRR) by letter dated September 17, 1974, the Security Fence, at four locations, was not illuminated to at least 0.2 footcandles on September 1, 1977.
