Monticello Nuclear Generating Plant Docket No. 50-263 License No. DPR-22 Your letter of December 8, 1975, identified one item which appeared to

- be an infrs6 tion of NRC requirements and requested that we reply to the infraction within 20 days of the receipt of your letter. The infraction, as stated, was:
Contrary to Technical Specification 6.5, a corrective maintenance procedure, SPT-US-1, Nuclear Penetrant Testing Procedure, was used without Operations Committee review and approval by a meuber of plant management designated by the plant manager.
Non-Destructive Testing Procedures, In-Scrvice Inspection Procedures, and Welding Procedures are. ormally provided to the plant in approved form by the responsibic NSP General Of fice departments. Departmental approval of the procedures is considered appropriate since, in some cases, plant personnel may not possess expertise in the subjects of the special process procedures. Also, it was not fully recognized that these procedures, including the referenced Nuclear Penetrant Testing Procedure, are to be included as part of the review requirements of Technical Specification _6.5.
