Dear Mr. Fiore111:
MNTICELID NUCLEAR GENERATING PIANT Docket No. 50-263 License No. DPR-22 Your letter of September 13, 1977, (revised September 23,1977) identified certain activities which apparently were not conducted in full compliance with NRC Regulations and requested that we reply within twenty days of receipt of your letter. The noncompliance as stated was:

Contrary to Technical Specifications VI.2.B.4.3 and VI, 2.B.6, violations of Technical Specifications reported in IE Inspection Report Nos. 50-263/76-18,77-01,77-05, 77-06, 77-07 and 77-10 apparently were not reviewed and documented by the Operations Comittee.
The identified violations were reviewed by the Operations Committee in meetings conducted on September 19 and September 29, 1977. The review of each violation-will be documented in the minutes of those meetings. To prevent further viola-tions of this nature, Administrative Instructions will be issued to specify the identification and submittal processes for items which must be reviewed by the Operations Comittee, including reported or suspected violations of all items identified in Section 6.2.B.4.e of the Technical Specifications. Doc-umentation requirements of items reviewed by the Operations Comittee will be clarified in Administrative Control Directive 4 ACD-3.2.
Full compliance with the involved requirements will be achieved imediately.
It is anticipated that the identified administrative instructions and revision to 4 ACD 3.2, will be issued by November 15, 1977.
