PROPOSED CHANGES TO THE TECHNICAL SPECIFICATIONS, APPENDIX A 0F PROVISIONAL OPERATING LICENSE DPR-22 Pursuant to 10 CFR 50.59, the holders of Provisional Operating License DPR-22 hereby propose the following changes to the Appendix A Technical Specifications:
Specification and Bases 3.7/4.7 A - Primary Containment PROPOSED CHANGES 1.
Reword Specification 3.7.A.6 and create a new specification, 3.7/4.7. A.7, Drywell-Suppression Chamber Differential Pressure, as shown on proposed page 147B of Exhibit B.
This is a newly created page.
2.
Include two paragraphs in the Bases as shown on proposed pages 159 and 164 of Exhibit B.
These Bases changes are in support of item 1 above.

The specifications identified above are also subject to change under previous amendment requests.
In response to an August 13, 1975 request from Mr K R Goller, proposed changes were submitted on January 30, 1976 and resubmitted on May 4, 1976.
Since no action has been rakon on those submittals, and may not be for some time, the present changes are proposed as changes to the existing Technical Specifica-tions. When NRC action is taken on the May 4,1976 submittal, any action taken on the present proposal must be incorporated also.
REASONS FOR CHANGE These changes are proposed in response to an October 4, 1976 request from Mr D L Ziemann for changes in four areas:
1.
Drywell to torus differential pressure 2.
Drywell to torus differential pressure monitoring instrumentation 3.
Revised torus water volume requirements 4.

V EXHIBIT A 2-Action taken in these areas and action made necessary in other areas is sa follows.
A drywell to torus differential pressure of greater than or equal to 1 psi was bmplemented as a teamporary measure eight months ago.
It was not in-corporated as a Technical Specification at that thme because plant modifications were anticipated as a short term measure to alleviate the need for the dif-I ferentia l.
This proposed Specification is offered explicity as an interim Specification with the intention that the conclusions of the long term program, and measures to be implemented on the basis of that program, will support its removal from the Technical Specifications.
Therefore, a change has been submitted proposing a Technical Specification 1
on "Drywell-Suppression Chamber Differential Pressure".
It contains two major deviations from the model in Mr Ziemann's letter.
First the specification is written identically to the containment inerting specification with an allowance of two additional hours to establish the differential following it -
erting and also to equalize pressure prior to deinerting; this is in line with the understanding of the way the differential would be maintained at the thme it was unplemented. Secondly, the exemption for testing has been proposed as three hours rather than two hours; experience shows that two hours is unreasonably restrictive.
Specificatiens have not been proposed for the dryvell to torus differential pressure instrumentation and the torus water level instrumentation as requested.
The philosophy under which the Monticello Technical Specifications were written was that only instrumentation having automatic protective functions be included; j
monitoring instrumentation was not included.
Rather, the requirement was i
simply stated that the parameter be monitored. This is ccnsistent with our interpretation of 10 CFR 50.36.
It is also consistent with other Technical Specifications, both old and new, as well as the Standardized Technical Specifi-i cations. We therefore conclude that requirements on the subject instrumentation j
are inappropriate, i
The analysis of blowdown forces, as discussed in Exhibit C, shows that there is no need to revise the Technical Specifications related to torus water volume.
Therefore no change is proposed regarding volume.
Iti proposing the above chcnges, an additional page was required.
Specifica tion I
3.7.A.6 was moved from page 148 to a newly proposed page 147B.
It was also limited to the existing portions (3.7. A.1 through 3.7. A.5) rather than all of 3.7.A, since a section 3.7.A.7 was added to which 3.7.A.6 does not apply.
