!i Mr. James C. Keppler Director - Region 11I Office of Inspection and Enforcement United States Nucicar Regulatory Commission 799 Roosevcit Road Clen Ellyn, Illinois 60137 Dear Mr. Keppler MONTICELLO NUCLEAR GENERATING PLANT Dochet No. 50-263 License No. DPR-22 Your actter of May 3, 1977, identified one item which appeared to be in l

non-compliance with KRC requirements and requested that we reply within 20 days of the reccipt of your letter. The non-compliance as stated was:

Contrary to Technical Specification B-2,4.4.d. the reactor building nobic gas offluent monitor was not adequately l

calibrated quarterly during 1976.

i As discussed in your inspection report, attcupts to calibrate the present C-H equipped reactor building vent monitor with radioactive gas have not been satisfactory.

A beta scintillator equipped noble gas monitor has been tested with satisfactory results.

Steps are in progress to incorporate this new equipment into the reactor building vent monitoring system by June 30, 1977. 'This will allow full compliance with the requirement for quarterly calibration of the reactor buildir.o nobic gas effluent monitor.

Should you have any questions concerning our response, please communicate directly with the plant uanagement.

Yours very truly, L. J.fhf&y Wachter Vice President - Power Produ: tion and System Operation cca Mr. Victor Stello Mr. C. Charnoff Minnenota Pollution Control Agency k
