Northern States Power Company, a Minnesota corporation, requests authorization for changes to the Technical Specifications as shown on the attachments labeled Exhibit A and Exhibit B.

Exhibit A describes the proposed changes along with reasons for the change. Exhibit B is a set of Technical Specification pages incorporating the proposed changes.

This request contains no restricted or other defense information.

The proposed changes remove the conflicts between the current surveillance requirements and the mquiremnts of Section XI

The proposed changes will require future inservice inepection and testing to conform to the current ASMS Section XI requirements where practical.

h is vill permit improvements in inspection and testing techniques to be incorporated at regular intervals in the Manticello inservice inspection and testing program.

Implementation of these changes vill substantially increase the scope of inservice inspection arut testing at Fbnticello over what was originally contemplated.

This vill generally resalt in an enhancenent of the inservice inspection rad testing program.

herefore these changes do not involve a significant hazards consideration and do not adversely affect the comon defense and security or the health and safety of the public.

2. Renumbering of Pages Propoced Change The proposed changes in (1) above delete Table 4.6.1 which is currently in the Technical Specifications (pages 124 - 129).

I Ve ask that existing pages 121A - 121C,122,122A - 122C, and 123 be renumbered as pages 122 - 129.

Refer to Exhibit B which contains the proposed renumbered pages.
