Operating L'. cense for the Monticello Nuclear Generating The requested change would revise the Technical Specifications to permit' containment integrated leak rate tests to be terminated in less than 24 hours2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br />. The proposed test duration would be at least eight hours, be long enough to accumulate at 1 cast 20 sets of data points at approximately equal time intervals, and have a duration long enough to accumulate and analyze enough data to verify that the measured leakage rate, at the 957. confidence level is less than the test acceptance criterion.

Because of improved instrumentation, testing techniques, and the

  • use of a small computer to perform leakage and error analysis f rapidly, we believe a valid containment integrated leakage rate test can be successfully completed in less than 24 hours2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br />. Our attached License Amendment Request contains a description of our proposed test procedure, instrumentation, and computational methods.

We believe this will demonstrate to your satisfaction that the leakage rate can be accurately determined during a shorter test period.

These changes address all aspects of conformance to 10CFR50, Appendix J, at Monticello.

7 Lg To permit us to implement the requested change during the Autumn 1977 refueling outage containment test, we ack that this request be reviewed and approved no later than October 1, 1977.
