Docket No. 50-263 License No. DPR-22 License Amendment Request Dated September 30, 1977 Attached are three originals and 37 conformed copies of a request for a change to the Provisional Operating License and Appendix A Technical Specifications for the Monticello Nuclear Generating Plant. This change incorporates the September 15, 1977 ECCS re-analysis submitted to you pursuant to the March 11, 1977 NRC Order.
The proposed revised limits affect the fuel types that have been used at Monticello in the past and will continue to b: used in the future. The proposed limits are in general less restrictive than the existing technical specification limits. There are two cases discussed below, however, where the newly calcula-ted limits are slightly more ' restrictive than those in the technical specifications.
As has been the practice in similar situations in the past, we are administrative 1y adherhg to the most restrictive of the existing and proposed technical specifi-cation limits. We request that the amendment be reviewed and approved expeditiously tc resolve this situa tion.
One point where the proposed limits become more restrictive is between 25,000 and 30,000 mwd /t for the 8D219 fuel. The MAPLEGR limit at 30,000 mwd /t is reduced from 10.5 to 10.2 kv/ft. The MAPLHGR c'trve presented is a composite of both the planar average LHGR (based on the 2200 F PCT limit of Appendix K) and the local LHGR (limited by 13.4 kw/f t).
A re-calculation of local peaking factors for the 8D219 fuel results in LHGR limitations at a lower power than PCT limi-tations. The subject is quite academic, however, since fuel at that high an exposure is not reactive enough to approach either limit. None of the 8D219 fuel at Monticello has reached the exposure level where the limit change occurs.
l Smaller restrictions were added to the 8D250 and 8D262 fuel types because of PCT limitations. The most noticeable of these is at 15,000 mwd /t for 8D250 fuel where the MAPLHGR limit. drops from 10.8 to 10.7 kv/ft.
