July 20, 1977 Mr. James M. Allan, Chief Fuel Facility and Materials Safety Branch Regioa III U.
S.^ Nuclear Regulatory Commission 799 Roosevelt Road dien Ellyn, Illinois 60137
Dear Mr. Allan:
MONTICELLO NUCLEAR GENERATING PLANT Docket No. 50-263 License No. DPR-22 Your letter of July 6, 1977, identified one. item which appeared to be in non-compliance with NRC requirements and requested that we reply within 20 days
.of the receipt of your letter. The non-compliance, as stated, was:
Contrary.to Technical Specification 6.5 and Section E.1.4.111.C.1
.of?the Operationa Manual, Portable Dose Rate Survey Instruments were being calibrated annually.
Approximately six months ago, an evaluation of our portable survey instrument calibe stion and test program indicated that an annual calibration schedule would be more w. cable than the semi-annual schedule existing at that time.
The monthly functional tests indicated that the instruments had maintained their. calibration over a long period of time. The functional teste will indicate the need for instrument recalibration if it is required prior to the annual calibration. The Computer Program was changed to provide for an annual calibration schedule; however, the description of our calibration program in Section E.1.4.III.C.1 of-the Operations Manual was not revised to reflect the change to an annual calibration schedule.
t The Operations Manual is presently being revised to indicate that the calibrations are performed on an annual basis. It is expected that the revision will be distributed-by July 29, 1977'. This will allow full compliance with the
. requirement that our portable survey instrument calibration program be in agreement with the description contained in the Operations Manual.
Should you have any questions concerning our response, please communicate directly with the plant management.
Yours very truly, 9102070490 770729 P R ADOCK 05000263 PDR L.
