NUCLEAR POWER - RADIOLOGICAL EMERGENCY PLAN, REVISION 5 Based on our review of the subject submittal, we have concluded that, with one minor exception, the changes therein meet the planning standards of 10 CFR 50.47(b) and the requirements of Appendix E to 10 CFR Part 50.

The referenced exception involved a minor inconsistency in one of the Sequoyah Emergency Action Levels (EALs) for the Alert classification. An environs dose-rate criteria (in EAL No. 14) of 0.57 mrem /hr whole body was qualified by the :added phrase, "for greater than or equal to one hour." NUREG-0654 example initiating condition 15 for Alert specifies a criterion of 10 times the technical specification instantaneous limits.

Members of your staff stated in a telephonic conversation with our reviewer on June 13, 1990, that the referenced qualifying phrase would be deleted at the next revisional oppor' v.

However, changes may be made without Commission approval if such changes do not decrease' i

the effectiveness of the Plan, and the Plan, as changed, continues to meet the standards of 10 CFR 50.47(b) and the requiremerts of Appendix E to 10 CFR Part 50.

If a change is madr without approval, you should furnish copies in accordance with 10 CFR SU.54(q). Also, any changes to the Emergency Plan Implementing Procedures should be made in accordance with the requirements of Appendix E to 10 CFR Part 50.
