AFFIDAVIT OF JOHN H. NEISLER I, John H. Neisler, being duly sworn, do depose and state:

I am the NRC Resident Inspector at the Callaway Nuclear facility.

In response to an Appeal Board Order of August 15, 1983, I examined the two sections of pipe from Spool Number EJ02-SO46 in Line Number 41-ECB-10" and the pipe's documentation.

The subject piece of piping is in two sections. One section (IA)is171incheslong;thesecondsection(IB)is6incheslong. My visual inspection of the pipe revealed that Section 1B had etched upon it a material type "SA-312" and a heat number "64034." Nothing could be read on Section 1A because of the presence of a pipe hanger.

I reviewed the following documentation associated with the pipe:

Based on my review of the pipe and documentation, I was able to determine that the pipe was manufactured by ARMC0 at its Houston, Texas plant, and that in fact the material used was SA-358, type 304, schedule 140, and not SA-312. All the pipe covered by heat number 64034 was SA-358, type 304, schedule 140.

I reviewed the results of a nondestructive examination (ultrasonic thickness measurement) performed by Daniel personnel upon the two sections of pipe to measure the wall thickness of the pipe. Section IA was found to have a wall thickness of 1.061 inches; Section IB was found to have a wall thickness of 1.079 inches.
