20059 In the Matter of LONG ISLAND LIGHTING COMPANY (Shoreham Nuclear Power Station, Unit 1)
Docket No. 50-322(0L)
Dear Administrative Judges:
By Order of August 16, 1983, the Licensing Board directed a diesel generator status report to be filed by each party to the proceeding after coordination with the other parties.
The following infonnation has been provided by NRC Region I:
It h.s now been determined that cracks exist in the crankshafts of all three diesels at Shoreham. Additional flaws are located on webs of the 101 and 103 crankshafts at a position similar to that of the fracture of the Emergency Diesel Generator (EDG)-102
-crankshaft, and with a similar orientation.
Relocation of Emergency Diesel Generator (EDG)-102 to the turbine building floor for disassembly for definitive analysis is planned by the licensee to occur on or about August 28, 1983. Additional time will be required to accomplish disassembly and analysis.
The staff has not established a schedule for its review pending receipt of further information as a result of these cracks and the pending analysis.

. Further detail is present in the morning reports of Region I which are attached for the information of the Board and parties.
The NRC staff is of the opinion that, to date, relatively little progress towards determining the cause(s) of crankshaft failure, or such failure's relation to either aspect of the diesel generator contention has been made.
Accordingly, the Staff proposed that the Licensing Board continue to defer further actions or scheduling relative to diesel generators.
Staff counsel has been informed that the Division of Licensing will be conducting an evaluation of Delaval diesel generators.
Further information will be provided to the Board and parties as it becomes available.
Sincerely, Richard J. Goddard Counsel for NRC Staff cc: Jonathan D. Feinberg,Esq.

pin's axis. There is no inst: tiled equipment in the EDG rooms capable of lifting out the crankshaft. Because pulling the diesel skid out of the building could disrupt bearing alignment and the licensee considers beart misalignment a possible contributor to the crack, measures to remove the crankshaft in place (hydraulic jacking, cylinder block tilting) are being evaluated by the licensee.

The licensee is planning removal (50-322) of several crankshaft bearing caps from failed EDG-102 for inspection.
This will be done without disassembly of the diesel. Plans are underway to take the diesel from the EDG Roon to the Turbine Building where it will be disassembled. On 8/17, the licensee started renoval of some of the block wall in the EDG-102 Room to facilitate diesel renoval. Plans are also underway to begin inspection of the other two diesels, EDG-101 and EDG-103. The cylinder heads on both of these diesels had also been replaced. Post-cylinder head replacement testing had been completed on EDG-101; EDG-103 testing was deferred when EDG-102 failed.

In preparation for tr$d vibration testing of (50-322) the EDG-101 crankshaft, NDE is being accomplished on the webs for each cylinder. The cylinder 1, 2, and 4 webs have not teen examined yet. No indications were found on the cylinder 6 and 8 webs. The cylinder 3 web has a dye penetrant indication at the middle of the connecting red journal. The cylinder 5 web has tuo dye penetrant indications close together and a third indication on the other side of the web; these are similar% location and orientation to previously identified cracks. The new indications are smaller than previous ones and are not visil;!e without the aid of dye penetrant checks. The cylinder 7 web has the previously identified about 1.5" dye penetrant indication shown by ultrasonic testing to be a crack, but crack depth has not yet been determined.
EPG-102 relocation to the turbine building is planned this weekend. A Delaval team is scheduled to begin disassenbly !!onday morning. Procedures for that work are being developed 173., lia and will be provided to the resident inspectors for f!RC review prior to being used.
