NRC STAFF RESPONSE TO THE CITIZENS FOR AN ORDERLY ENERGY POLICY, INC. MOTION TO EXPEDITE APPEAL On August 9,1983, the Citizens for an Orderly Energy Policy. Inc.
(" Citizens") filed a cotion requesting expedited review of its appeal filed the same date in this proceeding. The appeal is from the July 28, 1983 decision of the Atomic Safety and Licensing Board denying Citizens' petition to intervene in the offsite emergency planning phase of this proceeding. The Staff opposes that appeal in a separate brief filed today.
The Staff, however, does not oppose the motion for expedited review.
Expedited review is appropriate in this case to preserve Citizens' oppor-l tunity to particiapte fully in the ongoing Licensing Board hearing, without
.felaying the proceeding, should the Licensing Board's decision be reversed.

Therefore, the Appeal Board should consider Citizens' appeal as soon as l
possible, consistent with the Board's own need for reasoned decision-making.
